With reference to expenditure now being incurred by the Government of Hong Kong on behalf of an Indian lunatic Ram Singh, who was forwarded to the lunatic asylum in that colony by His Majesty's Consul General at Tientsin in November last, I am directed by Secretary Sir Edward Grey, with the concurrence of the India Office, to request you to instruct the Governor of Hong Kong to prefer periodical
claims on the Government of India direct for the cost of
Ram Singh's maintenance in the Hong Kong asylum.
